SHSU Mail Services | Bulk Mailing Instructions
I. Minimum Requirements For all Bulk Mail outs:
- Must have a minimum of 200 pieces or 50 pounds.
- Each piece of mail must be exactly the same (no varying weights or
sizes). 15.9 ounces is maximum weight of an individual piece. Mail needs
to be determined by using template if it is classified as a letter size
or flat size.
- Must have a postage slip completed with number of pieces, department
name, account number, and signature.
- Packages must be tied securely using two strong, thick rubber bands.
- All packages must be in ascending ZIP Code order, i.e., 77341, 77342,
77343, etc.
- All pieces in a package must be faced in the same direction with an
address visible on the top piece.
- Only one pressure sensitive label on top piece of each package located
in lower left corner.
- Address block must have a complete ZIP Code and should follow the
new postal guidelines for addressing.
- All mailing pieces must have a state return address.
- All mailing pieces must have bulk permit stamp in top right hand corner.
- Any business reply mail cards being enclosed "MUST" be approved by
the down- town Mail Services before printing. Bulk stamp and pressure
sensitive labels available at campus Mail Services.
- Each package must be counted and number of pieces indicated on top
of package in right- hand corner. Need to have 3-5count, basic count
and total count.
- 3-5 is 5-digit and 3-digit trays or sacks.
- Basic count is Area Distribution Center (ADC) and Mixed Area Distribution
Centers (MXD ADC) trays or sacks.
II. Packaging:
- 5-DIGIT
- 10 or more pieces, or not more than 5 inches in thickness for the
same 5- digit Zip Code destination, must be made into 5-digit packages.
- Mailers must label these packages with a RED label "D".
- 3-DIGIT
- After the required 5-digit packages have been made, 10 or more pieces,
or not more than 5 inches in thickness for the same 3-digit ZIP Code
prefix must be made up into 3-digit packages.
- A GREEN label "3" must be affixed to the top piece of each package.
- ADC:
- When there are 10 or more pieces, or not more than 5 inches in
thickness for the same distribution center remaining after the 5-digit
and 3-digit packages have been made, they must be made up into distribution
center packages.
- A Pink label "A" must be affixed to the top piece of each package.
- MULTIPLE SORTATION ("MS"):
- If after all packages have been prepared as outlined, and there
are pieces remaining they must be made up into MULTIPLE SORTATION
packages.
- A TAN label "MS" must be affixed to the top piece of each package.
**NOTE: A "MS" Package may contain less than 10 pieces.
III. Sacking: (These instructions are for flats)
- 5-DIGIT
- When there are 125 pieces or 15 pounds of mail packaged to the same
5- digit ZIP Code destination, the packages must be placed in a 5-digit
sack labeled to the 5-digit destination.
This sack must contain at least 125 pieces or 15 pounds of mail packaged
to the same 5-digit ZIP Code destination.
- Five-digit sacks containing fewer than 125 pieces or 15 pounds of
mail will NOT be accepted.
- 3-DIGIT
- When, after preparing the required 5-digit sacks, there are 125
pieces or 15 pounds of mail packaged to the same 3-digit ZIP Code
destination, the packages must be placed in a 3-digit sack labeled
to the 3-digit destination (refer to L002
column A), this sack may contain Red "D" and Green "3" packages.
- ADC:
- When, after preparing the required 5-digit and 3-digit sacks,
there are 125 pieces or 15 pounds of mail packaged to any ADC (L004),
these packages must be placed in an ADC sack and labeled to ADC
destination.
- These sacks may contain Red "D", Green "3", and Pink "A".
- MXD:
- After all 5-digit and 3-digit and ADC sacks have been prepared.
All remaining packages (These are Red "D", Green "3", Pink "A" and
Tan "MS" packages) must be placed in a sack and labeled to this
address

**NOTE: This sack can be less than 125 pieces or 15 pounds
IV. Traying: (These instructions are for letter size pieces only!!)
- 5-DIGIT
- For this category you must fill a 2-foot tray to 3/4 full when held
at a 40-degree angle. These packages must be placed in a tray labeled
to the 5-digit destination.
**NOTE: This tray does not have to be packaged since all are
going to a 5- digit zip code.
- 3-DIGIT
- After preparing the required 5-digit tray, if there are 150 pieces
or more to the same 3-digit destination. These must be placed in the
appropriate size tray labeled to the 3-digit destination (refer to
L002 column A). This tray may contain Red
"D" and Green "3" packages.
- ADC:
- After preparing the required 5-digit and 3-digit trays, if there
are 150 pieces or more to the same ADC, these packages must be placed
in the appropriate size tray, labeled to appropriate ADC. Refer
to (L004). This tray may contain Red "D",
Green "3", and Pink "A" packages.
- MXD:
- After all required 5-digit, 3-digit and ADC Trays have been prepared,
all remaining packages must be placed in appropriate size tray labeled
to:

tray may contain Red "D", Green "3", Pink "A" and Tan "MS" packages.
