General Use Fee/Education and General Fund Balance/Housing Operations Fund Balance.

Two key issues are driving this project. One is improving the integrity of our building access system, because we know the current key system is not secure enough. The second issue is the consequence of potential liability we might face if we do not have a better key system.

This project ultimately does away with the keys and transitions to a card access system. The campus card acces system will be installed on exterior doors of major educational buildings and all residence halls. The engineer is now surveying buildings and developing design recommendations before establishing the preliminary design.

This project dovetails into the Bearkat All in One Card program which is in the works. This "All-in-One-Card" replaces the current SHSU ID card, but we are proposing it do much more. One of those functions should be programmed building access.

We expect the project to be complete by December, 2003
