Abstract

Our future leaders and citizens will need to be aggressive in order to compete for future jobs. The school learning resource center (library) gives students access to information they need to make competent decisions. General learning resources assist students to broaden their knowledge base. In order to compete in the real world, students need to be equipped with the most current and relevant information. The bilingual education students at Frazier Elementary need access to Spanish-language resources to achieve success. The current Spanish-language resources collection at Frazier Elementary contains 975 titles and will need at least 965 titles to be deemed acceptable according to the Cypress-Fairbanks Independent School District Library Program Review in 1997-1998. The purchase of 965 additional Spanish-language titles at a cost of $18,192 will increase circulation and provide students and teachers with resources to continue stretching for success.

Introduction

 






In this second year of the implementation of the Bilingual Education Program at Frazier Elementary, many areas of concern have been identified. An overwhelming need has been identified in the area of Spanish-language materials in the learning resource center (library). The staff of Frazier Elementary believe that all students can succeed through providing risk-taking opportunities in every aspect of their learning and through techniques which utilize the various strengths and learning style of the individual. The staff of Frazier Elementary uses an eclectic approach to teach the students as they are encouraged to stretch for success. This approach includes large and small groups instruction, guided and shared reading practices. Currently in the second year of the implementation of the Bilingual

Education Program, 44% of the student population participate in the Program and 61% of the student population are identified as Hispanic. With the staff=s commitment to stretching for success and the students= determination, the 1997-1998 TAAS scores increased to the 90th percentile in the areas of reading, writing and math.

The students of the future will be required to acquire and synthesis information in their daily lives. The Texas Essential Knowledge and Skills-TEKS- mandate that research skills and methodology be part of the curriculum beginning in second grade. To provide the general learning resources needed to support small group instruction, guided and shared reading practices, and research skills and methodology, the learning resource center (library) must have a well developed and balanced collection.
 
 


Needs Statement


 






Increasingly, students face a demand by today=s society to be productive, critical thinkers. In order to think critically and make good choices as productive citizens, students must have access to general learning resources. The learning resource center contains the general learning resources including various genres, encyclopedias, almanacs, and dictionaries. To succeed, the students must have access to a well developed collection of the general learning resources in which the student encounters timely and relevant information in all subject areas.

Throughout the United States= history, bilingual education has been a component of the public school system. For the students participating in the bilingual education program, a well developed collection of language specific learning resources is especially important. For the learning resource centers in the schools of the Texas public education system, Spanish-language learning resources have evolved to be a vital component supporting the instructional programs of the schools.

During the school year 1997-1998, Cypress-Fairbanks Independent School District initiated a program review of the district=s forty-seven libraries. Upon completion of the program review, the review team recommended that the libraries which serve the bilingual education program have at least five bilingual items(titles) per student participating in the bilingual education program. As of November,1998, the enrollment of the students in the bilingual education program at Frazier Elementary is 388 students-Prekindergarten through Fifth grade. According to the recommendations of the program review team that the collection contain at least five bilingual items (titles) per student participating in the bilingual education program, the learning resource center at Frazier Elementary should contain at least 1940 titles of Spanish-language learning resources. The current number of Spanish-language learning resources is 975 titles. The library collection at Frazier Elementary does not contain any Spanish-language videos, filmstrips, cassette tapes, or CD-ROMs. The number of deficient titles is 965 titles. In order for the students of the bilingual education program at Frazier Elementary to become productive, critical thinking citizens of society in the future, the library collection of the Spanish-language learning resources needs to increase by at least 965 titles. This increase in Spanish-language resources in the library collection will help the Frazier Library achieve acceptable standard as recommended by the program review team.
 
 


Goals and Objectives


 






The Frazier Elementary School Library will build the Spanish-language resources collection to instill in all students the desire to strive for their personal best through the AAcademic Success through Access@ Program.

Objective:

By August 1, 1999, as a result of the addition of 965 Spanish-language titles to the Frazier collection, the students and teachers of the bilingual education program will be able to further increase the students= academic success.

By August 1, 1999, as a result of the addition of 965 Spanish-language titles to the Frazier collection, the library will have available curriculum units that support the bilingual education curriculum.
 
 


Program Design


 






The Frazier program of AAcademic Success Through Access@ will include the following program components and their measurable objectives.

The program will begin in January,1999, with the Frazier Collection Development Team working together to identify 965 Spanish-language titles to be order through various vendors. The team will consist of the librarian and at least one bilingual teacher from each grade level. The findings of the team will be reviewed by the principal before the requisition for books is sent to the business office by February 1,1999. Titles will selected using various sources including the curriculum content, bibliographies from the district curriculum guides and teachers= editions, and Recommended Books In Spanish for Children and Young Adults, 1991-1995 by Isabel Schon, Director of The Center of the Study of Books in Spanish for Children and Adolescents at California State University San Marcos.

To save time when the orders arrive a Frazier Elementary, the team will request that the books be fully processed by the vendors. This allows the books to be added to the shelves upon arrival so that students and teachers may begin checking out the titles immediately.

In order to raise public awareness that new Spanish-language resources are available for check out, the librarian will hold at least three ANew Acquisitions@ get-togethers during the 1999-2000 school year.

As the orders of the Spanish-language resources arrive, the librarian along with the other members of the Frazier Collection Development Team will develop curriculum unit to enhance the bilingual education curriculum and increase students= academic success.

Frazier Elementary School is committed to developing a balanced library collection which fairly represents the student population of our school. We plan to use the allotted district book budget each year to increase the library collection. This year our focus is to increase the number of Spanish-language resources across the curricula. Our plan is to gradually build the Spanish-language resource titles to 3880 titles in the collection. This number is based on supplying ten titles per student in the bilingual education program for access by students and teachers.

To achieve our goal for collection development, Frazier Elementary will actively pursue additional funding by applying for local, state and national foundation monies to provide support for the program outlined in this proposal. Frazier Elementary School will hold two book fairs each year to raise additional money for book purchases and will continue working with its business partners to enhance the collection through contributions.

With a commitment to instilling in all Frazier students the desire to strive for their personal best through academic success and to enhance out divers population, our staff will continue to research and apply to funding sources that will assist the Frazier library in accomplishing this goal.
