• Dr. Bill Merrell is the Vice Chancellor for Research Policy and Professor of Oceanography and Professor of Marine Science at Texas A&M/Galveston. He is also President of the H. John Heinz III Center for Science, Economics, and Environment. Bill is Chair of the Oceans Studies Board, which has published an article entitled "The Ocean's Role in Global Change: Progress of Major Research Programs"
