Charter


I. Objectives and Nature
CAPST is a non-political, non-profit and non-governmental academic association registered in the United States. It's main objective is to promote the information communication and academic discussion among Chinese professionals in science and technology in the United States, and to promote Sino-US science and technology exchanges and economic expansion.

II. Organization
  1. Assembly:
    The Assembly is the supreme power body of the association. The Assembly shall meet once a year at the minimum, when the President and Vice-President are elected, the policies and major events of the association are resolved and the charter of the association is amended. The Assembly can be held in conjunction with academic seminars and conferences.

  2. Board of Officers:
    The board of officers is composed of nine (9) members and is the supreme executive body of the association. The mission of the board is to implement the resolutions of the Assembly, formulate overall plans for the operation of the association and supervise the financial management of the association. The board of officers are elected by the Assembly. The term of office is one year. Members of the board can serve consecutive terms. The President and Vice-President are elected by the board members and the term-limit is one year. The President can serve a second term and the Vice-President can serve consecutive terms.

    The responsibility of the President is to represent the association externally and coordinate the daily activities of the association internally. The responsibility of the Vice-President is to assist in the work of the President and exercise responsibility and power on behalf of the President in the absence of the latter. The responsibility of the secretary-general is to deal with all the correspondence, documents and member information of the association. The duties of the board members are to participate in and organize various activities of the association. Other members of the board include a finance officer, a public relations officer, a science and technology officer, a commerce officer, an information officer and a membership officer. The information officer serves as the editor of the association newsletter.

  3. Financial Policies:
    The expenses of the association are mainly covered by membership fees, contribution funds and revenues from non-profit professional activities.

III. Member Qualifications and Obligations:
  1. All those mainland Chinese professionals in science, technology and other fields in the United States who agree to abide by the charter of the association can apply to become members at the recommendation of a member and with the approval of the board.

  2. Members shall make timely payment of the membership fee (US$ 10 per annum). All members have the right to vote and to be elected. They are also entitled to enjoy the various benefits of the association.

  3. The association accepts family members for a membership fee of US$ 15 per annum.

  4. The association accepts Associate Members. Associate members include both undergraduate and graduate students. The application procedures of associate members shall follow those of the members. Associate members do not have the rights to vote or to be elected. They are entitled to the same benefits and rights as the members otherwise. Membership fee for associate members is US$ 5 per annum.

  5. All members, family members and associate members are obligated to safeguard the reputation of the association and shall not engage in activities detrimental to the association.

IV. Appointment and/or Replacement of the President, Vice-President and other Board members:
In the event that the President, the Vice-President and/or other board members are unable to continue to exercise their obligations, their appointment and/or replacement shall be determined by the enlarged board meeting. The appointment and/or replacement of the President and/or Vice-President shall be subject to the approval of over 2/3 of the board members. Special enlarged board meetings can be held at the written request of over ten (10) members.

V. Activities of the Association:
  1. The association shall conduct gatherings and academic seminars and conferences at regular intervals and provide venues for its members to exchange information and ideas.

  2. The association shall publish directories of members and newsletters of the association with an aim to publicize the activities of the association and help seek the best available employment and development opportunities for its members.

  3. At irregular intervals, the association shall conduct seminars, at which renowned Chinese and American professionals in the fields of science, technology, industry and business will be invited to give presentations on the present situation and prospects of Sino-US science, technology and enterprise development.

  4. The association shall assist members to participate in and undertake Sino-US scientific, technological and entrepreneurial cooperation projects, organize members to return to China for visits, inspections and academic exchanges in an effort to promote Sino-US scientific and technological development and economic growth.
