Dr. Jenkins received his JD from South Texas College of Law in Houston, Texas. He was recruited into the law firm of Henslee, Ryan and Driscoll to handle federal litigation. One of the clients of the firm from Conroe Texas, with the permission of the firm, hired him to be General Counsel and Vice President. When the company moved to another city he returned to private practice. He practiced as a trial lawyer primarily representing businesses for eight years before joining the faculty at Sam Houston State University.
