About the Course
A introductory study to operations management for charter school principals.  The main project in the course is the completion of a research project which contains both archival and field research components.

Arrangements to take this course must be made with Dr. Shirley Johnson, and the instructor, Dr. Victor Sower.  Enrollment is very limited.

About the Instructor

Dr. Sower is a Professor of Operations Management at Sam Houston State University where he has taught since 1990. He is a Senior Member of the American Society for Quality and is Certified as a Quality Engineer. He also is a member of APICS, the Academy of Management, DSI, and other professional organizations. He holds a B.S. in Chemistry from Virginia Polytechnic Institute and State University, an M.B.A. from Auburn University, and a Ph.D. in Operations Management from the University of North Texas. Dr. Sower is co-author of three books, author or co-author of 21 articles in refereed journals, 25 articles in refereed conference proceedings, and numerous presentations.  He is an active consultant in the quality and innovation management areas. He was named a Piper Professor by the Minnie Stevens Piper Foundation in 2005.  He is a recipient of the Sam Houston State University's Excellence in Teaching (1996), Excellence in Research (2001), and Excellence in Service (2008) Awards.  In addition to his academic experience, he has over 18 years of experience in process engineering, engineering management, general management of a manufacturing operation, and two years active duty as an officer in the U.S. Army Chemical Corps.  Dr. Sower is married to Judy Sower, Instructor in the College of Education, who has 18 years experience as an elementary and special education teacher in public schools.

10 June 1:00 - 5:00    We will meet in Room 138 of the Smith Hutson Business Building (SHB-138) for this class. We will discuss the syllabus you received during orientation.  We will begin our discussion of quality in education.  Read chapters 1-6 in Brue.  Read material handed out at Orientation plus Ch 10 and 11 in Metters, et al. Load POM for Windows and Microsoft Project to your student account.  I will assign your semester project.  We will complete a course pre-test (not graded).  Be prepared to discuss the application of Six Sigma to charter schools--particularly, the last paragraph on p. 8 of Brue as it applies to charter schools.  What should we substitute for "financial results" as we apply Six Sigma to charter schools?

7 July 8:00 - 12:00    We will meet today in Room 304 of the Smith Hutson Building (SHB 304). Barring unforseen difficulties, we will continue to meet in this classroom all term.

We will discuss creative problem solving, the tools of quality and gap analysis. Each student will need to bring 2 bags (1.74 oz.) of Peanut M & Ms to class (you should be able to find these on sale for about $0.50 each).  Read chapter 7 in Brue.  Read chapter 11 in Metters, et al., and the Vroom article handed out in the previous class. Download and read Chapter 8 in Sower manuscript. If you have not already done so, load POM for Windows and Microsoft Project to your student account. Download a copy of today's PowerPoint presentation.

8 July 1:00 - 5:00 Room SHB 304. Dr. Busch says that your text books are available in TEC 319.

If it is not too late, please bring the data sheets with your M&M data to class today. Carryover from 10 June and 7 July agendas: Read Ch 1-6 in Brue. We will discuss a case study about ineffective problem solving in public schools. We will discuss the Vroom decision making model. Read Ch 7 in Brue. We will begin our discussion of statistical thinking. I will assign a practice set for you to do (ungraded--you do not have to turn this in). Download Problem Set. Additional information on descriptive statistics is available for downloading. I will not test you on this handout. You will find the Statistics Module in POM for Windows to be useful in this section. I will assign another brief reaction paper which will be due on 10 July.

10 July 1:00 - 5:00 Room SHB 304. Your papers on Deming's Red Bead Experiment are due at the beginning of class. I will return your graded papers on the Tools of Quality. Be prepared to discuss the DMAIC process. Be able to discuss what happens in each phase, what are the deliverables, and how the process might be applicable to K-12 education. Read the section on measurement system analysis in Brue. Read Ch 6, 8, and 9 in Brue. We will discuss Statistical Process Control (SPC). Begin experimenting with POM for Windows. I will assign another brief reaction paper on control chart applications which will be due on 14 July. Don't forget that you will do another 3-minute presentation on your project status on 14 July. Access an additional resource for the Red Bead Experiment and SPC. Download a copy of today's PowerPoint presentation. Access additional resources on SPC and control charting: Lesson 6 and Lesson 7. (This is supplementary material--I will not test on material in this resource that we did not also cover in class).

We decided that 22 July at 6:30 would be best for a party at the Sower house. Download a map to my house. The party will be informal. Let me know if you have any special dietary situations.

14 July 8:00 - 12:00 Your papers on control chart applications are due at the beginning of class. You will do your second project status presentations. You will again have 3 minutes. You should focus your presentations on specificic definition of topic, results and conclusions so far, and project time line. We will discuss DMAIC, the activities and the deliverables for each phase. We will begin our discussion of forecasting.Write a 1-2 page paper discussing at least 4 specific changes that the principal or director of your current school could make to improve the creative culture of the organization (for teachers and staff).

15 July 1:00 - 5:00 Your papers on improving the creative environment in your organization are due at the beginning of class. We will spend a few minutes correcting come misconceptions about control charts. We will finish our discussion of forecasting. I will assign a problem set (8 of these problems are ungraded--you do not have to turn this in). download answers to problems 4.1, 4.5, 4.8, 4.2, 4.4, 4.23, 4.24, 4.25. Turn in your answers to problems 4.6 and 4.45 for grading. You must include your printouts with explanations of what they mean. We may view a video on paradigms. We will discuss breakeven analysis and I will assign an integrated exercise to be completed and turned in on Thursday. We will begin a discussion of project management. Read Chapter 15 in Metters, et al.

17 July 1:00 - 5:00 Your forecasting and BEP assignments are due at the beginning of class. We will conclude our discussion of project management by entering the problem we did manually in class into Microsoft Project. We will discuss purchasing and I will assign a case study for you to complete. Since you have a major deliverable due on Monday, 7/21, the case will not be due until the beginning of class on Tuesday, 7/22. Download a copy of today's PowerPoint presentation. We may have time to begin our discussion of managing inventory. We may view a video on paradigms or start our discussion of planning & running effective meetings..

21 July 8:00 - 12:00 Your research papers are due at the beginning of class. You will make a presentation of your papers. This presentation should introduce the topic and discuss your findings, but the main focus should be on your conclusions and recommendations for charter school principals. What do we know now about quality in K-12 education that we didn't know before you did your research? You will be allowed 15 minutes for your presentation (this is a strict time constraint and is a grading point). You should spend about 10 minutes on the presentation and allow about 5 minutes for questions. You will be graded on your presentation and on how well you handle the questions. Provide me with a copy of your presentation materials before you start the presentation. There is no need to e-mail the presentation materials. I will not need them until you begin the presentation.

22 July 1:00 - 5:00 Your Granby C.E.G.E.P. case study reports are due at the beginning of class. We will discuss Inventory Management and if time permits, we will view and discuss the video, Paridigm Pioneers.

23 July 8:00 - 12:00 I will return your graded Granby C.E.G.E.P. case study reports. We will discuss Facility Location and Operations Audits. Download a copy of today's PowerPoint presentation. We should have time available for you to ask any review questions you might have about the Final Exam. Download a copy of the take-home portion of the Final Exam (posted at 2:00 this afternoon). No further collaboration is permitted until you turn in your exams.

24 July 1:00 - 3:00 Final Exam Day. Your take-home portion is due at the beginning of class. YOU MUST INCLUDE THE SIGNED CERTIFICATE WITH THE EXAM. You will have 2 hours to complete the in-class portion of the exam. Bring pencils and erasers. I will supply paper. Calculators and rulers are optional but may also be brought to the exam. No materials sharing is allowed during the exam. I should have the exams graded by early next week. I will not be able to enter the grades into the system until the due date for Summer II grades. We will meet for the Final Exam in The Dow Technology Center (Room SHB 300) which is across from our usual classroom.
